Consortia of organisations, led from Europe. Universities and centres in Latin America can join the network, and whether they receive EU funds depends on their country's status under Horizon Europe.

Funds doctoral programmes run by partnerships of universities, research centres, companies and other organisations from Europe and beyond, to train doctoral candidates with exposure to both academia and industry. The Commission added over 210 million euros to these networks and to postdoctoral fellowships for 2026 and 2027.
